Pac Man, 42 years old, was to face Errol Spence Jr, pound-for-pound king, but the American had to withdraw after undergoing eye surgery.
The legend of the Philippines will now face Ugas, a Cuban fighter with a 26-4 record.
Pacquiao beat Keith Thurman to the title in July 2019, but he hasn't fought since. The WBA had also downgraded him from regular champ to regular because of inactivity. He now has the chance to regain his belt.
