The Filipino claims that he was injured during boxing and calls for a rematch.
Although Mayweather, 44 has denied Pacquiao 42, the eight-division champion still has hope of winning revenge.
When TMZ Sports asked him about Mayweather, he responded: "I'm still actively in boxing, he has retired already, so that's why I don't know."
When Pacquiao was asked if he would be open to a rematch, he answered: "Yes."
After beating Conor McGregor (33), in ten rounds, Mayweather officially gave up the gloves.
He has been back twice since then, in exhibition bouts against Tenshin Nasukawa, a featherweight kickboxer, and in his 2018 debut against Tenshin Nasukawa, an amateur kickboxer.
In a pay-per-view eight-round spectacle, he was confronted by Logan Paul, 26-year-old YouTuber.
Mayweather could not score a knockout so technically there was no winner.
Pacquiao, who will fight Errol Spence Jr., 31, on August 21st, has been critical about Mayweather's decision not to fight Logan.
It leaves PacMan laughing at the thought of fighting Jake, the social media sensation who is 24 and 3-0 by KO.
Pacquiao stated: "No, no, I won't. I won't. "I want to do my best to continue my legacy."
Jake has faced little opposition so far, beating YouTuber "AnEsonGib", ex-NBA player Nate Robinson (37), and Ben Askren (37), who was a retired UFC welterweight.
He will be facing his greatest challenge to date against Tyron Woodley (39), an ex-UFC champion.
Undercard: Tyson Fury's brother Tommy (22) fights Paul's sparring partner Anthony Taylor (32).
Both Tommy and Paul won, putting them in line to fight on PPV.
