Paul, 24 years old, agreed to fight The Chosen One if he honored the pre-fight wager by getting "I Love Jake Paul" tattooed on him.
Woodley, 39, is yet to receive the tatt, but believes that the former Disney star does not intend to fight him again.
MMA Fighting was told by the Missouri mauler that it went from 'Get the tattoo' to 'get it and we'll look into a rematch' to 'Oh, he didn’t get the tattoo so there won’t be a rematch'.
"It sounds as if he's afraid to fight.
He knows that he was beaten by his hair, and many people believed he had lost the fight. He was saved by the ropes.
"Man, s**t! If I were him, maybe I'd run off to the wind as well.
"But if he sits there acting like this is not why we're fighting, he's an f *****g lie."
Woodley wants to settle the matter with his younger brother Paul, but he admits that the ball is not in his court.
He said, "I cannot make another man beat me."
"At the end, I'm going to not beg another man for my fight.
"But, if you look at a prizefighting sports that's talking to me making money then Jake and me might go down as having fourth overall pay-per view.
"Nobody wants Tommy Fury to be on TV. There's some controversy because they saw us fight.
"Some people believed I won.
"Some people believed there was some controversy that I hadn't brought up yet. They said that we were like, "Ah, that wasn’t in the original agreement." I still feel that it's unresolved.
"This is the start of a trilogy. No other fight option than he has is going do what we did with organic drama."
Paul is currently focusing on a fight with UFC welterweight Jorge Masvidal. This bout was recently canceled by President Dana White.
