He has asked for a retraction from the competition twice in a row and is prepared to sue the BBC.
Fury, 33, stated to The Telegraph that it meant nothing to her and that she doesn't want or need it.
"They will actually hear from my solicitors, if they put me on their list. It should be given to someone who really needs it. I don't.
"And anyway, we all know who the sports celebrity of the year is - it's me.
"I am the sports personality. Who can do what I do? Go through a Las Vegas war, entertain the fans, then sing to the crowd.
After becoming seven-time Formula One champion, Lewis Hamilton won the SPOTY award last year.

However, the Heavyweight Rivals put on a thrilling show in their Trilogy bout this October.
Fury jumped twice from the floor, got three knockdowns and finished the show in round 11.
Emma Raducanu, a rising tennis star, is the favourite to win this year's SPOTY. Hamilton, Adam Peaty, and Tom Daley are also in contention.
Last year, Fury requested that the BBC not remove him from the race and they made it public that they would keep Fury on the list.
SPOTY's relationship with him took a major hit in 2015. A petition calling for his resignation drew 100,000 signatures following sexist remarks and homophobic comments.
Fury was still present at the ceremony in spite of having stunned Wladimir Klitschko to win WBA, IBF, and WBO titles.
In 2018, Wilder won his epic draw, which was his third fight in the ring in almost three years. Wilder was also omitted.
Fury stated that "They wouldn’t give it to us and give credit if we won 50 world titles belts from those who put them on, and they don’t care."
I should have won it at least three times. My wife and kids are mine. Those are all the awards I need. If they place me on, I will sue the BBC."
