"If I feel 100 percent, why would I fight someone I know I can defeat?" It wouldn't even make for a good sparring match.
"I only want top fights with top opponents."
In a twelve-round thriller, Spence, 32 years old, beat Shawn Porter, 34 to unify his IBF title and the WBC version.
He was lucky to survive a month later after flipping his Ferrari at 3am in the morning while under the influence.
He miraculously recovered and beat Garcia, 34 on points, which earned him a superfight with Manny Pacquiao.
However, disaster struck again when Spence sustained a retina injury while sparring and lost a potentially career-defining evening.
American 27-year-old had a successful operation and was able to avoid an early and forced retirement.
Ugas, 35 years old, would replace Pacquiao and defeat him, beating Pacquiao, 43. This sent the Filipino icon into retirement.
Both are aware that there is an opportunity to take advantage of the title fight live on Showtime TV PPV.
Spence stated, "You never know what could happen, but anything can happen."
"It's all about taking these opportunities by your ear, just as Ugas did when he was offered Pacquiao fight.
He seized the chance and took advantage of it. It's like me man. I have the opportunity to grab another belt with Ugas, and I'm going to take it.
"I don't want to fight someone who's not at top of the welterweight weight division.
Ugas is a figure that has been difficult to find in the 147lb division. His upset over Pacquiao proves why.
He came in that night with nothing to lose, and he became overnight a star. But this time, he brings something to the table.
Spence stated that Spence has a lot to lose, his belt. However, I also have a lot of things to lose, as I have two belts and he only has one.
"I feel like him to be very tough and very skilled. He comes from an old-school Cuban boxing heritage where he is taught all the basics.
"He's not a pushover, and that's something I don't take lightly. He is coming to take my titles.
"Especially with my goals, which are to fight twice and hopefully become undisputed in the welterweight Division."
Spence's win will bring him closer to the undisputed four-belt throne and also put him within reach of his dream fight.
Terence Crawford (WBO champ), 34, joins the Spence in the pound for pound rankings. He is currently waiting in the wings.
To test the waters of free agency, he recently left Bob Arum’s Top Rank stable.
He and his undefeated opponent have won the welterweight contest. Now they are ready to fight.
Spence stated: "I believe it can definitely occur, it's an enormous possibility.
"He doesn't have any dancing partners at the 147 that make sense for him. It is possible, I believe.
"I feel it will be at its highest level, especially with Ugas beating it.
